Province-by-province snapshot
Three provinces — Gauteng, KwaZulu-Natal, and Western Cape — together account for the majority of vehicle theft and hijacking volumes in South Africa. The remaining six provinces have lower volumes but specific metro centres carry elevated risk.
Insurer requirements track this distribution. Gauteng and KZN apply the most aggressive area-of-risk overlays; Western Cape applies moderate overlays; the remaining provinces apply lighter overlays with metro-level exceptions.
Gauteng — highest vehicle theft, universal financed-vehicle requirement
Gauteng records the highest vehicle theft volumes in South Africa. Tracker requirements apply from R150,000 vehicle value at most insurers, with universal application on high-theft models. Bank requirements on financed vehicles align similarly.
For most Gauteng drivers above modest value thresholds, tracker fitment is effectively non-negotiable rather than optional.
KwaZulu-Natal — high hijacking, urban-rural variation
KZN consistently ranks among the highest hijacking provinces. Insurer overlays apply Gauteng-equivalent thresholds in the Durban metro. Rural KZN areas (the Midlands, southern KZN coastal towns) face lighter requirements reflecting lower theft volumes.
For Durban metro vehicles, tracker requirements typically apply from R150,000. Outlying KZN areas may see thresholds closer to R200,000.
Western Cape — moderate theft, growing requirement
Western Cape vehicle theft volumes sit below Gauteng and KZN but have grown in recent years. Cape Town metro carries the highest provincial overlay, with thresholds typically applying from R200,000-R250,000.
Outlying Western Cape areas (the Cape Winelands, the Garden Route, the West Coast) face lighter requirements reflecting lower theft volumes.
Free State, Mpumalanga, North West
These three provinces sit in the middle band of SA vehicle theft. Major centres (Bloemfontein, Nelspruit, Rustenburg) face moderate overlays; rural areas face minimal overlays.
Tracker requirements typically apply from R200,000-R250,000 in metro areas; rural areas may see requirements only for high-theft vehicle models regardless of value.
Limpopo, Northern Cape, Eastern Cape
These three provinces have the lowest vehicle theft volumes in SA on a per-capita basis. Tracker requirements typically apply only in major urban centres (Polokwane, Kimberley, Port Elizabeth, East London) and for higher-value vehicles (R250,000+).
Rural areas in these provinces often see no insurer tracker requirement until vehicle values reach R300,000+. High-theft vehicle models still attract requirements regardless of area.
The OneCompare view
Your insurer’s individual threshold matters more than province alone. Two drivers in the same province with different insurers may face different requirements on identical vehicles. Confirm with your specific insurer at quote stage rather than relying on provincial generalisations.
